The Council has two primary missions:

  • To issue policy advice and opinions on education, training, and scientific research issues, as well as on the objectives and functioning of public services related to these areas.
  • To evaluate public policies and programs in education, training, and scientific research.

For this purpose, the Council:

  •  Provides policy advice and opinions on issues related to the national education, training, and scientific research system, as submitted by HM the King to the Council for this purpose.
  • Provides policy advice and opinions on matters the government submits to the Council on major national choices, general orientations, programs, and projects of particular interest related to education, training, and scientific research.
  • Provides policy advice and opinions to the government and parliament on matters related to law projects and organic laws, as well as other regulatory texts submitted to the Council by the Head of Government, the Speaker of the House of Representatives, the President of the House of Councilors for this purpose, especially the law projects and bills that establish a framework for the state’s fundamental objectives in education, training, and scientific research fields.
  • Conducts studies and research either on its initiative or upon the government’s request on all issues on education, training, and scientific research or related to the management of public services.
  • Conducts comprehensive, sectorial, or thematic evaluations of the public policies and programs in education, training, and scientific research and publishes the findings.

Presenting any proposal to the government which would:

  1. Contribute to improving the quality of the national system of education, training, and scientific research, enhancing its reform, increasing its productivity, and improving its performance.
  2. Encourage policies that enhance and consolidate scientific research structures and motivate researchers for creativity and innovation.
  3. Establish partnerships and cooperation with sectors, institutions, and bodies at the national and international levels in the fields of its expertise.

The Council submits, at least once a year, a report to HM the King on the result and prospects of its work. Such report is transmitted to the Head of Government, the Speaker of the House of Representatives, and the President of the House of Councilors to be discussed before parliament.
